Planners expect the population of Singapore to reach 5.5 million by 2040 or 2050, taking into account an expected increase in the number of foreigners working here. From just 3 million in 1990, the number has swelled to 3.9 million today, including 700,000 foreigners.
A high-level working committee is now looking at ways to encourage more couples to have babies. Demographer Saw Swee Hock says that if the fertility rate continues to stay below two, the population here, minus the foreigners, will peak at about 3.3 million in 2025 and then begin to drop.

    Monday with the Editor: Discipline in schools

  In 1997, National Institute of Education (NIE) researcher Dr Esther TAN did a survey on discipline in schools. The survey, in which a sample pool of 285 classroom teachers were interviewed, found that more than four out of five teachers from both primary and secondary schools said they approved of the use of the cane. Dr TAN then said this "cane happy" attitude did not bode well for schools. "I find this disturbing that many teachers see the cane as an effective means of punishment."

  The survey also found that the ten common  discipline problems were telling lies, being late for lessons, disruptive behaviour, vandalism, use of abusive language, truancy, stealing, bullying, smoking and physical violence.

  Dr TAN then went on to say she wanted to find out if the discipline problem in schools was as bad as some reports made it out to be.

  Today, as I write this column, I wonder aloud whether Dr TAN has indeed found out for herself if this is the case - that discipline is really bad in many schools in Singapore, particularly the secondary schools.
