Planners expect the population of Singapore to reach 5.5 million by 2040 or 2050, taking into account an expected increase in the number of foreigners working here. From just 3 million in 1990, the number has swelled to 3.9 million today, including 700 000 foreigners.
A high-level working committee is now looking at ways to encourage more couples to have babies. Demographer Saw Swee Hock says that if the fertility rate continues to stay below two, the population here, minus the foreigners, will peak at about 3.3 million in 2025 and then begin to drop.
Singapore's water is clean and safe to drink from the tap. There is no need to boil it.

Closing Celebrations: Singapore Arts Festival
The Singapore Arts Festival is drawing to a close soon. It's been almost a month of actions by artists and reactions by people who have attended the performances. Some critics have gone away from certain performances, dismayed. To quote one example, in a commentary in a leading local newspaper today, a column writer said and I quote: "Quite frankly, I couldn't wait to get out of there" - "there" referring to the world premiere of Robert Wilson's Hot Water, the piece de resistance of this year's Arts Festival. The accepted view is that art has to provoke emotion in a viewer, be it laughter, sadness, anger, or shock and etc., for it to be art. So, Robert Wilson's item has jarred one's perception of art. I can only add this quote from the man himself, Robert Wilson: "Listen with your eyes!" The closing celebrations of the Arts Festival will be held from tomorrow to Sunday at 8pm at the open space next to Junction 8 Shopping Centre. The closing number is Les Maudits Sonnants (The Damned by Transe Express from France). In this performance, a human mobile is suspended above a gasping crowd. Six musicians and a trio of trapeze artists perform death-defying acrobatics. The bell-ringer rings out the passing of time. He is accompanied by his alter egos - the clown, the sorcerer and the simpleton. As the ringing becomes faster, are we at last able to penetrate time and space? Watch the performance to find out the answer. Admission is free. By the way, there's a fireworks display too. Make time to go there with your loved ones. Go early to get a better viewing spot. The Monetary Authority of Singapore (MAS) has announced new rules requiring Singapore banks to separate their financial and non-financial activities in three years' time. The move is aimed at getting banks to concentrate on their core business and reduce the risk posed to the banking sector by unrelated activities, such as property development, Deputy Prime Minister Lee Hsien Loong, who is also MAS chairman, said last night.
Three youths who beat up a lawyer who ticked off their friend for using his mobile phone during a movie were each sentenced yesterday to 15 months' jail and three strokes of the cane. Teo Bee Keong, 21, Soh Wee Ping, 20, and Yong Thiam Hock, 19, all full-time national servicemen, had ganged up with their friend, Kwek Cheng Siang, 18, to assault Mr Gerald Khor Guan Yu, 30, after the movie last December.
Most young Singaporeans hold negative attitudes towards homosexuals and are generally conservative on the matter, according to a recent academic survey, involving 413 students (aged 17 to 35), conducted by Dr Vivien Lim, a lecturer at the National University of Singapore's (NUS) department of organisational behaviour.

Sacramento: A hospital emergency room technician killed her pregnant 17-year-old niece and cut the foetus from her body after a dispute over who would have custody of the infant, police said. The baby boy died a short time later. Erin Rae Kuhn-Brown, 31, was arrested on Monday after the body of her niece Kathaleena Louisa Draper was found wrapped in plastic on Saturday near a dump.

ECONOMY
The consumer price index (CPI) for March 2000 dipped by 0.3% compared to February 2000. Food prices fell by 1.6% due mainly to cheaper seafood, vegetables and fresh pork. The cost of transport and communications fell by 0.2% due to falling car prices.
The CPI is used as an inflation gauge by measuring the change in the prices of a fixed basket of goods purchased commonly by most households.
The Government has forecast that inflation will be within 2% this year.
