Planners expect the population of Singapore to reach 5.5 million by 2040 or 2050, taking into account an expected increase in the number of foreigners working here. From just 3 million in 1990, the number has swelled to 3.9 million today, including 700 000 foreigners.

A high-level working committee is now looking at ways to encourage more couples to have babies. Demographer Saw Swee Hock says that if the fertility rate continues to stay below two, the population here, minus the foreigners, will peak at about 3.3 million in 2025 and then begin to drop.

Singapore's water is clean and safe to drink from the tap. There is no need to boil it.

  Hi everyone

The weather has been pretty unbearable these few weeks, with the mercury level hitting 35° almost every day. Many of us have turned to shopping centres for air-conditioned comfort.

Perhaps, the heat has also triggered off e-mails and comments from some of us to the local press in response to POSBank's proposed imposition of a S$2 fee for all savings accounts with average balances of less than S$500. In the ensuing developments, Member of Parliament Charles Chong came up with a plan to help lower income families in his constituency to meet the S$2 fee payment but found out subsequently that POSBank had, in fact, waived the S$2 fee for all families on welfare schemes. Finally, DBS Bank (DBS Bank owns POSBank) chairman S Dhanabalan told everyone that the S$2 fee would only be imposed on the second and subsequent POSBank accounts, held by an account holder,  which did not meet the minimum balance criteria.

In the longer term, the government will be looking at allowing CPF members to transfer part of their CPF money into POSBank accounts to help CPF members to meet the minimum balance criteria. This may take a few months to put into place, assuming it gets the go ahead.

POSBank has all along been known as a people's bank and it is only logical that some quarters may be unhappy about the new charges. But, let us not forget that POSBank is first and foremost a commercial bank and, therefore, like any other commercial enterprise, needs to ensure its continued viability and account to the shareholders of its owner, DBS Bank.

ECONOMY

The consumer price index (CPI) for March 2000 dipped by 0.3% compared to February 2000. Food prices fell by 1.6% due mainly to cheaper seafood, vegetables and fresh pork. The cost of transport and communications fell by 0.2% due to falling car prices.

The CPI is used as an inflation gauge by measuring the change in the prices of a fixed basket of goods purchased commonly by most households.

The Government has forecast that inflation will be within 2% this year.
