Annex 1
Interested
flat buyers can submit their application for Treetops @ Punggol from
28 Mar 07 (Wed) to 17 Apr 07 (Tues). Each applicant (i.e. household)
can only submit one application for the Mar 07 BTO Exercise.
2 Applicants who wish to apply for Tenants¡¯ Priority
Scheme (TPS) only need to indicate in their application that they
wish to be considered for the priority. They need not indicate the
flat type. But they will only be allowed to select a 3-room flat
when their turn is due. Other applicants will be eligible to book
any of the 3 flat-types, subject to availability.
3 Applications must be submitted online via HDB
InfoWEB. The administrative fee is $10. Applicants without internet
access can submit their e-applications at the Sales Office at HDB
Hub or HDB Branch Offices, where our staff will assist them. There
will be no manual applications either over the counter, by post or
drop box.

4 At the
time of application, applicants can request for priority allocation
under the Third Child Priority Scheme (TCP), Married Child Priority
Scheme (MCPS) or Tenants¡¯ Priority Scheme (TPS) (for 3-room flats
only) if they meet the prescribed conditions of these schemes.
Applications under the Resettlement/Relocation and Grassroots
Organisation Schemes would require recommendations from the
appropriate authorities managing the schemes.

5 After
the close of the application period, HDB will assess the number of
applications received before deciding whether to proceed with the
shortlisting of applicants for the selection of flats in Treetops @
Punggol.
6 HDB
will proceed with the selection exercise if the response is good and
a computer ballot will be conducted to determine the queue positions
of the eligible applicants. HDB will first invite applicants up to 2
times the flat supply for selection of a flat. Applicants will be
informed of the shortlisting results by end-May 2007.
7 The selection exercise will commence from July 07.
An option fee of $1,000 for a 3-room flat and $2,000 for a 4-room /
5-room flat is payable at the time of selection and may be paid by
cash/cheque/NETS.
8 Other than applicants who applied under the
Tenants Priority Scheme, all other invited applicants may select any
of the 3 flat types offered. Whether they are able to select a flat
of their choice would be subject to the availability of flats and
ethnic quota when their turns are due. They can check the
availability of flats from the HDB InfoWEB or via Teletext before
turning up at the HDB Sales Office on the appointed date for the
selection. They need not turn up for the selection if their
preferred units are no longer available.
9 After
the selection exercise, HDB will assess the take-up rate of Treetops
@ Punggol before deciding whether to proceed to call the building
tender.
10 Once it is confirmed that Treetops @ Punggol has
met the desired take-up rate and will proceed to be tendered, HDB
will arrange for the applicants to sign the Agreement for Lease
within 4 months from the date of selection of the flats.
11 Applicants must pay 10% of the selling price of
the flat as downpayment at the time of signing the Agreement for
Lease, by CPF and/or cash. First-timer applicants, i.e. married
couples or those applying under the Fiance/Fiancee Scheme, can pay
the 10% downpayment in 2 instalments under the Staggered Downpayment
Scheme (SDS) if at least one of the partners is aged 30 years or
younger. The first 5% will be collected when signing the
Agreement for Lease and the balance 5% when the buyer takes
possession of his new flat.

Applicants who intend to take an HDB loan must obtain an HDB Loan
Eligibility letter before they exercise the Option To Purchase the
HDB flat (when they sign the Agreement for Lease). If the applicants
are taking a bank loan, they will have to pay a 5% cash payment to
HDB. They will also have to obtain a Letter of Offer from the bank
before they exercise the Option To Purchase the HDB flat.

Applicants who do not sign the Agreement for Lease or reject the
flat after selection will have their applications cancelled and the
option fee forfeited. If the applicant rejects the flat after
signing the Agreement for Lease, the forfeiture will be 5% of the
selling price of the flat.
