Registration
Procedures
Parents registering their children under Phase 1
may do so through the older sibling in the school.
The registration of a child under Phase 2A(1) to
2C Supplementary is to be done at the school of
choice by the parent or by a person authorized by
the parent in writing.
Allocation
of Places
Children will be allocated places in the school
according to the order of priority spelt out in
the Registration Scheme at Annex A .
Balloting will be conducted should the number of
applications exceed the number of vacancies from
Phase 2A(1) to Phase 2C Supplementary.
At the end of Phase 2A(2), 50% of the remaining
places in each school will be allocated for Phase
2B registrants in the school and the other 50% for
Phase 2C registrants. If the number of qualifying
applicants in Phase 2B exceeds the 50% cap,
successful applicants will be determined first by
proximity category of residence to the school and
then by ballot. In the event that the allocated
places for Phase 2B is not taken up, the remaining
vacancies will be carried forward to Phase 2C.
MOE will post children who are unsuccessful in
obtaining a Primary One place in a school of their
choice at the end of Phase 2C Supplementary of the
registration exercise to schools near their homes
that still have vacancies.

Announcement
on Balloting and Vacancies
Parents can find out which schools will be
conducting balloting via Teletext (Channel 8, page
720) or through the Internet (www.moe.gov.sg)
at the end of each registration phase.
Parents are welcome to witness the balloting.
The number of applicants for each school is
updated daily on the Internet and Teletext.
Documents
Required for Registration
Parents must produce the originals of the
documents listed in Annex B at
the time of registration. Each child should
be registered at only one school at any one time.
If the child is registered at more than one
school, he may lose his place in the school of
choice.
With reference to Singapore’s National Childhood
Immunisation Schedule, all children should have
completed immunisations for BCG, diphtheria,
pertussis, tetanus, poliomyelitis, measles, mumps,
rubella and hepatitis B as listed in Annex
C before entry into Primary One. Parents
should therefore ensure that their children have
these immunizations before admission to school.
Immunization can be done at any polyclinic or at
any private clinic. If documentary evidence of
immunization is available, it should be produced
for inspection at the time of registration.
Statutory
Declaration
Children under the care of foster parents may
register for admission using the address of the
foster parents provided:
1 both parents are working
full-time at the time the statutory declaration
was made;
2 the foster parent is a
grandparent of the child or a sibling of either of
the child's parents and the foster parent is not
employed.
For the purpose of registration, the foster parent
and one of the child's parents are required to
make a statutory declaration at the MOE Customer
Service Centre. The statutory declaration can be
made from 0800 hours to 1600 hours, Mondays to
Fridays and from 0800 hours to 1200 hours on
Saturdays, from 6 Jul 2004 to 20 Aug 2004.
They should bring with them the following
documents:
1 identity cards of both
parents.
2 identity card of the foster
parent.
3 birth certificate of the child
to be registered for admission to school.
4 documents to prove the
relationship between parent and the foster parent.
Children who are registered using a foster
parent’s address and residing within 1 km of the
school of choice will not be balloted together
with other children residing within 1km of their
school of choice. Instead they will be
balloted together with children residing within 2
km of the school of choice.
False
Information
Any false information given by parents during the
Primary One Registration Exercise will be referred
to the Police for investigation. A child
whose parent is found to have given false
information will be transferred out.
Foreign
Students
Children who are neither Singapore Citizens nor
Singapore Permanent Residents may register at the
schools directly under Phase 3 on Thursday 2 Sept
2004. Registration in this phase will be done on a
first-come-first-served basis.

For Singaporeans Who Are Overseas
Singaporeans who are overseas and who wish to
register their children for Primary One can obtain
the application form and a copy of the notes on
the registration procedure from the Overseas
Missions, Embassies, Singapore Clubs and
Associations. The information can also be
found on the Internet at www.moe.gov.sg.

Information
Annex D gives a list of schools’
Primary One places for 2005.
Annex E gives a list of registration
centres for new and relocated schools.
Information
for the Public
Information booklets on the 2005 Primary One
Registration Exercise have been distributed to
kindergartens and childcare centres. The
booklets are also available at the MOE Customer
Service Centre.

DOCUMENTS
REQUIRED AT THE TIME OF REGISTRATION

child's Singapore Birth Certificate.

child's Singapore Citizenship Certificate
for those who are not Singapore Citizens
at the time of birth.

Singapore
NRICs of both parents or Entry/Re-entry
Permits of parents if they do not possess
a Singapore NRIC.

Children who are Singapore Permanent Residents

The
child's Entry/Re-entry Permit. This
information can be found in the parent's
Entry Permit or passport if the child's
photograph appears in the parent's travel
document.

Singapore
NRICs of both parents or Entry/Re-entry
Permits of parents if they do not possess
a Singapore NRIC.

Children who are Non-Singapore Citizens and
Non-Singapore Permanent Residents

The
child's Birth Certificate.

child's Passport and Dependant Pass (if

Immunization
Certificates
All parents must produce immunization
certificates (diphtheria, pertussis, tetanus,
poliomyelitis, mumps, rubella, measles,
hepatitis B and BCG) of their children, if
available.

Letter
of Authorization
Parents may issue a letter of authorization to
their relatives or friends to register their
children. The letter of authorization and the
relevant documents required for a particular
phase are sufficient for registration
purposes. If the originals of the documents
are not available, certified true copies will
be accepted. However, the originals of the
documents must be produced for verification by
the school before 3 Jan 2005.

Statutory
Declaration
A statutory declaration is required if parents
wish to use the address of a foster parent.
Parents must have made a statutory declaration
at the Ministry of Education and present
documentary proof of this when registering the
child at a school of choice.

For
Registration under Phase 2A(1)
In addition to the documents listed in A to D,
a letter from the school Principal certifying
the status (eg. member of the School
Advisory/Management Committee, or former
student of the school and letter from the
school's alumni association) of the parent
should also be provided. This letter is to be
retained by the school until the child has
completed Primary Three.

For
Registration under Phase 2A(2)
In addition to the documents listed in A to D,
a letter from the school Principal certifying
the status (eg. staff or former student of the
school) of the parent, brother or sister
should also be provided. This letter is to be
retained by the school until the child has
completed Primary Three.

For
Registration under Phase 2B
In addition to the documents listed in A to D,
a letter from the organisation to certify that
the parent is a member of the organisation
directly connected to the school should also
be provided. This letter is to be retained by
the school until the child has completed
Primary Three.

For
registration using address of yet-to-be
completed property
An original Sales and Purchase document is
required if parents wish to use the address of
a yet-to-be completed property for
registration. A copy of this document is to be
retained by the school. Parents using the
yet-to-be completed property address for
registering their child in a school of choice
must move into the new property within two
years of the child's entry into Primary One.
