Permanent Residents
1. Currently, PR studying in
Government and Government-aided schools, junior colleges, and the
centralised institute pay the same school fees as citizens, except
that PR in primary schools pay $36 per year while citizens in
primary schools do not pay school fees. In most independent schools,
PR pay the same fees as citizens.
2. From January 2007, school fees for
PR in Government and Government-aided schools at the primary,
secondary and pre-university levels will increase by about 20% from
the current rates. In independent schools, fees for PR will be
increased by 20% or more by 2008. They will hence be at least 20%
higher than fees for citizens. Each independent school will work out
its own plan to phase in the fee increase over 2007-2008.
3. Table 1 provides a summary of the
fee revisions for PR in Government, Government-aided and independent
schools.
Foreign Students
4. Fees for FS in our schools will
increase by 30%2.
However, fees for FS from ASEAN countries will instead increase by
20%, in recognition of the close ties among ASEAN countries
5. Existing FS and FS who are
admitted to Government and Government-aided schools in January 2007
will pay the new rates from January 2009. The 2-year period will
allow eligible FS time to take up permanent residency if they wish
to. A 2-year period will also be applicable to new FS admitted to
Government and Government-aided schools after January 2007. For
example, FS admitted to Government and Government-aided schools in
January 2008 will pay the current rates for 2 years and the new
rates in January 2010.
6. Table 2 provides a summary of the
fee revisions for FS in Government, Government-aided and independent
schools.
Institute of Technical Education
7. Currently, PR in ITE pay the same
tuition fees as citizens.
8. PR who are admitted to ITE from
Academic Year 2008 will pay fees that are 10% more than citizens.
For FS admitted to ITE from Academic Year 2008, fees will be 80%
higher than the current rates. As FS fees in ITE are currently
significantly lower than those in schools and JCs, the increase will
bring them closer.
9. Table 3 provides a summary of the
fee revisions for PR and FS in ITE. Existing PR and FS at ITE will
not pay increased fees.
Polytechnics
10. Currently, PR in polytechnics pay
the same tuition fees as citizens while FS currently pay fees that
are 10% more than citizens.
11. PR who are admitted to
polytechnics from Academic Year 2008 will pay fees that are 10% more
than citizens. For FS admitted from Academic Year 2008, their fees
will be 50% higher than those for citizens. Existing PR and FS in
polytechnics will not experience these adjustments in fees.
12. Table 4 provides a summary of the
fee revisions for PR and FS in polytechnics.
Universities
13. MOE has consulted the three
autonomous universities, and they have agreed to adopt a revised
undergraduate tuition fee framework.
14. Currently, PR in the autonomous
universities pay the same tuition fees as citizens. FS pay fees that
are 10% more than citizens.
15. PR who are admitted to university
from Academic Year 2008 will pay fees that are 10% more than
citizens. For FS who are admitted to university from Academic Year
2008, fees will be 50% higher than those of citizens. Existing PR
and FS in universities will not be included in these adjustments.
16. Table 5 provides an illustration
of the fee revisions for PR and FS in the universities.

FS fees in
independent schools will be pegged at least 50% above fees for
citizens. As all the independent schools currently charge FS at
least 50% more than citizens, they can decide if they will further
increase FS fees.
