PTC approves tiered increase in bus & train fares

The PTC noted the FRMC had stated in its report that the new fare review framework 'is meant to 
determine fare levels which are affordable to commuters in general and, at the same time, sustainable to the PTOs, the Committee is of the view that the affordability needs for the low income group should be addressed outside the fare review mechanism. Help for the low income group should continue to be rendered through a targeted approach which includes the Government's Public Assistance Scheme and other financial assistance schemes, as well as the operator and community-led initiatives such as Public Transport Fund'.

 

Mr Eric Gwee, Chairman of the PTC said,

"Any fare increase, no matter how modest, will have some impact on commuters, especially those from the low income group. In approving this increase, we have ensured that fares continue to remain affordable to the majority of commuters. However, we are aware that a small minority of poor and needy commuters will need some help to adjust to the new fares. 

The PTC notes that the Community Development Councils and the NTUC are setting up a Public Transport Fund to help this group of commuters, and that SMRT and SBST will be contributing to this fund. The PTC is happy that the transport operators are mindful of their social responsibility, and that through this targeted approach, public transport will remain affordable to all Singaporeans."

Approved Bus and Train Fare Adjustments

The approved bus and train fares, which represent the maximum fares that the public transport 
operators can charge, are set out in Annex A. Changes are highlighted below:

  1. Adult Bus Fares - Basic bus services4 operated by SBST and SMRT Buses

    ¡¡
    EZ-Link Fares 1 cent increase for the first fare band (up to 4 fare stages); and
    2 cents increase from 2nd fare band onwards (more than 4 fare stages)

    The concession fare for senior citizens during off peak hours, which is currently pegged to the minimum adult fare, will increase by 1 cent correspondingly

    Cash Fares 10 cents increase across-the-board 

    Cash paying commuters can easily switch to EZ-Link cards to enjoy lower fares.

  2. Adult Train Fares - MRT and LRT services operated by SBST and SMRT Trains

    ¡¡
    EZ-Link Fares 1 cent increase for distances up to 3.2km;
    2 cents increase for distances between 3.2km and 14.4km; and
    3 cents increase for distances greater than 14.4km.

    The concession fare for senior citizens during off peak hours, which is currently pegged to the minimum adult fare, will increase by 1 cent correspondingly.

  3. Adult Express Bus Fares

    Express bus services are non-basic bus services. The PTC has separately approved 
    SBST's application to increase adult EZ-Link express fares by 3 cents across-the-board.

SBST has proposed the following adjustments:

  • 3 cents increase across the board for adult EZL card fares 3 cents increase for senior citizen concession EZL card fare; and

  • 3 cents increase across the board for adult EZL card fares for express bus services.

SBST has indicated in its proposal that it will:

  • Extend senior citizen concession hours to start from 9 am till end of operation on weekdays and to allow full-day senior citizen concession travel on Saturdays1; and.

  • If the increase is approved, SBST would work out a scheme to channel a portion of the fare increase revenue to help the poor and needy.
