APPLICATION PROCEDURE
Submission Of Application
Applications can be submitted either
electronically or manually using the prescribed application
form within the application period.
Online Application
2 To submit applications electronically,
applicants can simply log on to HDB InfoWEB
"e-sales" at www.hdb@gov.sg
and follow the simple steps. A non-refundable administration
fee of $10 is payable for electronic submission.
Manual Application
3 The non-refundable administration fee is $20
for manual submission. The application forms and $20 coupons
are available at the on-site showroom at Cantonment Road,
Sales Reception Counter and Payment Office located at the
Atrium, 1st Storey, HDB Hub, HDB Branch Offices or Singapore
Post branches.
4 Completed application forms affixed with the
coupon can be submitted personally at the on-site showroom
at Cantonment Road or Sales Registration Counter located at
the Atrium, 1st Storey, HDB Hub. Alternatively, they can be
sent by post, or deposited in the drop-box provided at the
Sales Office, Atrium, 1st Storey (near the Drop-Off Point),
HDB Hub.
5 Depending on the response from the applicants,
HDB may offer more apartments for sale and extend the
application period. After the application has closed, HDB
will assess the number of applications received before
deciding whether to offer the apartments at The Pinnacle @
Duxton for booking.
Mode Of Allocation
6 HDB will conduct a computer ballot to
determine the queue positions for all applicants who apply
for a flat at The Pinnacle @ Duxton. All eligible applicants
will be informed of their balloted queue positions and
date/time to book a flat around mid Jul 04.
Booking Of Flats
7 Applicants can expect to book their choice
apartment at The Pinnacle @ Duxton in Aug 04. The booking
exercise will be conducted at the on-site Sales Office at
Cantonment Road. A booking fee of $2,000 is payable at the
time of booking.
8 Booking of apartments by applicants with queue
numbers exceeding the supply on offer would be subject to
availability of the supply or ethnic quota when their turns
are due. They can check the availability of the apartments
from the HDB InfoWeb at www.hdb@gov.sg
or from the Teletext before turning up at the on-site Sales
Office on the appointed date for the booking. If their
preferred units are no longer available, applicants need not
turn up at the on-site sales office.
9 For applicants who could not book any
apartments due to insufficient flat supply or where there
are no available ethnic quota, HDB will automatically roll
over their applications to the next BTO launch. There is no
need for such applicants to submit another application when
the next Phase of BTO exercise is launched. However, no
priority will be accorded to these applicants on account of
their unsuccessful attempt in the Phase 1 launch.
10 After the booking exercise, HDB will assess
the take-up rate before deciding whether to proceed with the
subsequent launch.
Signing The Agreement For Lease
11 Under the BTO system, HDB will only proceed
with the construction of flats if most of the flats in the
entire development are booked. For The Pinnacle@Duxton which
is an integrated housing development, HDB will assess the
total take-up of the all the Phases of BTO exercise to
determine whether the desired take-up is achieved before
deciding whether to proceed with the tender and construction
of The Pinnacle@Duxton.
12 Applicants sign the Agreement for Lease only
when it is confirmed that the project will be tendered and
built. Tentatively, this is expected in the second half of
2005. However, if the response to Phase 1 BTO launch is
good, the phasing will be reduced and time shortened to
enable the applicants to sign the Agreement earlier.
13 At the time of signing the Agreement for
Lease, the applicants must pay 20% of the selling price of
the apartment they have booked as downpayment. First-timer
applicants, i.e. married couples or those applying under the
Fiance/Fiancee Scheme, who booked either a Type S1 or Type
S2 apartment, can pay the 20% downpayment in 2 instalments
under the Staggered Downpayment Scheme (SDS) if at least one
of the partners is aged 30 years or younger. Under this
Scheme, the first 10% will be collected when signing the
Agreement for Lease and the balance 10% when the buyer takes
possession of his new flat.
14 With effect from 1 Jan 2004, those who take
bank loans will have to pay a 2% cash downpayment. An
applicant who books an apartment at The Pinnacle@Duxton and
takes a bank loan will have to pay the 2% cash downpayment.
15 Applicants who do not sign the Agreement for
Lease or reject their apartment after booking will have
their applications cancelled and the booking fee forfeited.
If the applicant rejects the flat after signing the
Agreement for Lease, the forfeiture will be 5% of the
selling price of the flat.
CONSTRUCTION OF FLATS
16 Construction of flats is expected to start by
end of 2005 and complete by 2010. If the demand is strong
and the phasing of the BTO exercise is shortened, the
completion date will be earlier.
ANNEX 5
PRIORITY SCHEMES
HDB has reviewed the various priority schemes
under the Build-To-Order (BTO) System.
Married Child Priority Scheme (MCPS)
2 Priority will be accorded to applicants if
they are :
a) A married child who applies for a flat
located in the same town or within 2 km of where his parents
are currently living. If the parents are living in HDB
flats, they can be the lessees/occupiers/tenants. However,
if the parents are living in private properties, they must
be the owner-occupier the property.
(The reverse situation where parents apply to stay near
their married children will also be accepted); or
b) A married child who applies for a flat to
stay together with his parents as a multi-tier family
household. Both married child and parents can be currently
residing within or outside the town applied for.
3 The success weightage of applicants under the
MCPS would be twice that of those not applying to stay near
parents. Successful applicants under this priority scheme
will be required to maintain the residence of their
parents/married child in the same estate for a period of 5
years. i.e. the parents/married child are not allowed to
buy/take over the lease of another flat bought direct from
HDB or the open market, outside the existing estate within
the 5 year period if the child is given priority, and vice
versa.
Priority for First-Timers over Second-Timers
4 All applications received will be classified
into First-Timers and Second-Timers. The success weightage
of First-Timers applicants would be twice that of the
Second-Timers.
Third Child Priority (TCP) Scheme
5 Priority is also given to an applicant who has
at least 3 or more children, with the third child born on or
after 1 Jan 87, if he is able to meet the conditions of the
TCP Scheme. 5% of the flat supply in a particular launch
will be set aside for applicants under the TCP Scheme.
Priority for Grassroots Organisation (GRO) members
6 HDB sets aside 5% of flat supply in each
electoral ward (subject to a minimum of 6 flats) for
priority allocation to GRO members in recognition to the
services of the Grassroots leaders.
Priority for Relocation Tenants/Resettlement cases
7 For those applicants affected by Government's
clearance programme and are recommended by the relevant
agencies, HDB also set aside 5% of the flat supply for
priority allocation to such applicants.
