ADOPTING A FOREIGN CHILD 1. Look for a child overseas. 2. Seek in-principle approval from Singapore Immigration & Registration (SIR). 3. Apply for legal adoption in the child's country. 4. Get a passport to bring the child to Singapore. 5. After the child is in Singapore, change his social pass to a dependent's pass at SIR. 6. Engage a lawyer to file for adoption papers in court. 7. Singapore courts will appoint the Attorney-General as guardian until MCD investigates and submits its report. 8. Singapore court grants adoption order. 9. Get a birth certificate for the child, showing the person(s) as adoptive parents. 10. Apply for permanent resident status for the child. ADOPTION CRITERIA The person must be a Singapore resident and be at least 25 years old and 21 years older than the child. If this is not met, however, the adoption can still take place if the adopter and the child are related by blood. A single man is not allowed to adopt a female child unless there are special circumstances to justify it. A married person also cannot adopt a child unless his/her spouse consents to it. However, this may be dispensed with if the spouse cannot be found or is incapable of giving consent, or is living apart and the separation is likely to be permanent.
