Labour Market 2002 Report

The Singapore economy expanded by 2.2% in 2002, after contracting by 2.4% in 2001 (Economic Survey of Singapore, 2002, Ministry of Trade and Industry.). However, this was not enough to bring about a firm recovery in the labour market. Although some indicators improved as the year drew to a close, overall the labour market remained soft in 2002.

The seasonally adjusted overall unemployment rate declined to 4.2%p (preliminary.) in December 2002 from a revised (The seasonally adjusted unemployment series has been revised using the latest set of seasonal factors updated in line with standard seasonal adjustment procedure.  The revision is done annually taking into account observations for the latest available year.) 4.6% in September 2002.

Among residents, the seasonally adjusted rate fell slightly to 4.8% from 4.9%. Although still high relative to pre-crisis levels of around 2% prior to 1998, it is notably lower than 5.2% in March 2002 and 5.1% in December 2001. However, the improvement in December could not make up for the high unemployment experienced earlier in the year.

For the whole year of 2002, overall unemployment averaged 4.4% in 2002, exceeded only by the high of 5.7% experienced in 1986 during the mid 80s recession. The annual average resident unemployment rate was 4.9% in 2002.

Supported by higher than normal seasonal hiring, the contraction in total employment eased to 4,052 in the fourth quarter of 2002, from losses of 14,792 registered in the previous quarter and 13,970 in the fourth quarter of 2001.

For the whole year of 2002, total employment shrank by 40,903, exceeding the 23,384 decline experienced in 1998 due to the Asian Financial Crisis. However, the bulk of the employment decline came from construction (-34,928), dragged down by protracted weakness in construction activities and government measures to reduce reliance on unskilled foreign construction workers.

Last year, 167 parents filed beyond parental control complaints - a 44 per cent increase on the previous year - and the problem coincides with rising juvenile crime. Statistics released by the police last week show that the number of youngsters 15 years old and under arrested in 2002 shot up by 55 per cent, compared to 2001. In 2002, 45 youngsters were sent to institutions, such as the Toa Payoh Girls' Home and the Singapore Boys' Home. (1)

Only nine shop units out of the 34 shop units in the Ten Mile Junction shoppping centre are occupied. Its landlord, the Singapore Land Authority (SLA) is planning to reposition the centre, which opened in 1999, as a one-stop learning centre. (4)

In 2002, the Central Narcotics Bureau's (CNB) haul of 13,000 Ecstasy pills was just a little over half the 24,000 pills seized in 2001. In the five years between 1996 and 2001, the number of known Ecstasy abusers here plunged from 661 to 151. (H3)
