Government announces new Home Office Scheme

With immediate effect, all homeowners will be allowed to conduct small-scale businesses in their homes under a new Home Office (HO) Scheme. The scheme will apply to both private and Housing & Development Board (HDB) properties.

A home office is primarily a residential unit, i.e. one that is used by the occupants to reside in, but in which a part of the premise is used to conduct small-scale businesses with a maximum of 2 non-residents engaged in the business. These businesses should not affect the amenity of the neighbours.

The new HO scheme is an extension of the existing Pilot HO Scheme launched by the Urban Redevelopment Authority (URA) in Nov 2001 to allow small-scale businesses to operate from homes located in selected mixed zone areas.

To give all homeowners the same flexibility of conducting businesses of limited scale within their homes, the new HO scheme will apply to all approved residential units, including those in residential areas. The new HO scheme will replace the Pilot HO Scheme.

The scheme will allow homeowners the flexibility to work from the comfort of their own homes. It will help to reduce start up costs of small businesses that choose to operate from home rather than rent separate office premises. The scheme will also save commuting time and expenses, and enable residents to spend more time with their families.

However, to ensure that the good residential ambience and amenity of our housing estates are not compromised, homeowners must ensure that their small businesses do not cause disturbance to the neighbours or the residential neighbourhood. Therefore, all HO uses must comply with a list of performance criteria and should not fall within a negative list of uses that are not permitted. Please refer to Appendices 1 and 2 of Annex 1.

To monitor the impact of the HO scheme, approval for HO applications will be for one year. The approval can be extended on a yearly renewal basis provided there are no complaints received for the use. The use may be terminated if the businesses are found to have adverse impact on the neighbourhood. Please refer to Annex 1 for the detailed guidelines on the scheme.
