Censorship Committee submits recommendations

The Censorship Review Committee (CRC) was formed in April 2002 with the objective of reviewing the policies and guidelines on regulation of media content. The Committee's report was submitted to the Minister for Information, Communications and the Arts for consideration on 10 July 2003.....

The CRC sought the views of many members of the public regarding these questions. Those consulted included the community, industry players, artists and content regulators.

13 focus group discussions with industry players, the arts community, youth groups and religious and grassroots organisations were held. A public survey to gather feedback on content regulation issues was also conducted.

The survey and feedback showed that the overwhelming majority of Singaporeans are satisfied with the current content guidelines. The desire to safeguard the young from unsuitable content and to respect racial and religious sensitivities is strong.

Against this general background, there has been increasing calls for greater diversity in choice and content standards in the interests of creativity and artistic expression. Considering the tension between these views, the Report sought to generate greater artistic space in a practical and gradual manner.

To meet the demand for wider choice of content and content standards, this CRC recommends modifications to current access tools (like classification, belting, zoning) and regulatory measures.

The more significant ones among them are the creation of a new film rating, M18, and the introduction of video classification and higher rating programmes for Free-To-Air TV and Cable TV. In terms of content standards, this CRC recommends that greater leeway be given to content for adults, such as Cosmopolitan magazine and the TV series Sex and the City, through suitable channels.
