Education: Keeping Pace With The Needs Of Tomorrow

Excerpt of a speech by Minister for Education and 2nd Minister for Defence RADM (NS) TEO Chee Hean at the Teaching Scholarship Ceremony 2002 on 3 Aug 2002

"...We are awarding a total of 241 teaching scholarships and awards this year.  This comprises 23 PSC teaching scholarships and 218 MOE teaching scholarships and awards.  This is a significant number and it reflects the commitment of MOE to invest in making sure that a sufficient number of our most able young Singaporeans take on this most important challenge of educating the next generation of Singaporeans.

"...The Ministry has been paying careful attention to recruiting good teachers.  We have been able to recruit many able teachers while maintaining our high standards and criteria.  Our teaching force is currently 24,500 strong, a 9% increase from the 22,500 5 years ago.

"Over the last 12 months, from 1st August last year to 31st July this year, we recruited over 2,650 candidates into the teaching service.  This is an increase of 8% from our previous recruitment cycle. This will ensure that we have good teachers to augment the teaching force and replace the dedicated teachers who are now retiring.

"We have also enhanced the attractiveness of the Teaching Profession.  We have 3 career tracks in the Education Service to cater to the different talents, abilities and aspirations of teachers. Teachers can progress along the Teaching Track, the Leadership Track or the Senior Specialist Track.

"This year, we appointed our first 3 Master Teachers, the pinnacle of the Teaching track, and our first 26 Senior Specialists.  The terms and conditions of the teaching service have also been enhanced to recognise the dedication and contributions of our teachers.

"...From next year onwards, we will re-design our scholarship schemes so that they are in line with the needs of a dynamic education service.  The Overseas Merit Scholarship for Teaching [OMS(T)] will remain the apex teaching scholarship. OMS (Teaching) Scholars can look forward to a career that involves both teaching as well as policy formulation and leadership roles in education, as well as in the wider civil service.

"In addition to the OMS (Teaching), the Ministry will be offering 3 types of teaching scholarships and awards:  the Education Merit Scholarship, the MOE Teaching Scholarship and the MOE Teaching Award.

"The Education Merit Scholarship will be tenable in the best overseas universities. Education Merit Scholars will be outstanding young persons with a strong calling and commitment towards Education. These Merit Scholars are expected to possess both the potential and desire to become top professional leaders in the Education Service.

"The MOE Teaching Scholarship will be tenable at both overseas and local universities. This scholarship is aimed at students with excellent results and CCA records, who can look forward to a full and challenging career in the Education Service in senior positions in teaching, leadership or specialist roles.

"Holders of the MOE Teaching Awards will study subjects that would be of benefit to our students. Teaching Award holders will have  an exciting and fulfilling career in the Education Service, and will be given opportunities to take on higher responsibilities and challenges according to their abilities?..."

priceline.com.sg  is an online travel service launched on 30 May 2002. Travellers who use it can slice an average of 20 per cent, and up to 30 per cent, off regular air ticket and hotel prices. But customers cannot pick a specific airline or hotel as this will be selected by Priceline from its pool of partners - 25 airlines and more than 8,000 hotels around the world.
