Preliminary unemployment, employment & retrenchment estimates for 2nd qtr 2002


Preliminary estimates show that total employment contracted by 5,500 in the second quarter of 2002. The decline in employment has moderated compared to sharp contractions of 12,500 to 14,000 in the earlier three quarters.

Employment in the goods-producing industries declined by 7,200 as the construction sector continued to shed workers. The decline in manufacturing employment however has tapered off following sustained rebound in manufacturing output.

With continued improvement in economic conditions, employment has picked up in the services-producing industries, growing by 1,700 after falling in the previous quarter.


Preliminary estimates show that the seasonally adjusted overall unemployment rate declined to 4.1% in June 2002 from 4.5% in March 2002. Among the resident labour force (comprising Singaporeans and Permanent Residents), the rate was 4.6% in June 2002, also lower than 5.3% in March 2002.

This marked the first decline following a year-long underlying increase in unemployment. Nevertheless, unemployment is expected to rise in the later half of the year when difficulties experienced by this year’s cohort of new entrants is likely to show up, as job creation, although improving, may not be sufficient to absorb the new entrants.

Without adjusting for seasonal influences, the overall unemployment rate was higher at 5.2%, up from 3.7% in March 2002 and 3.4% a year ago, reflecting initial job search efforts of this year’s cohort of new tertiary graduates into the labour market. Among the resident labour force, the non-adjusted unemployment rate was 5.7% in June 2002.

An estimated 95,800 residents were unemployed in June 2002. The seasonally adjusted figure was 77,200.
