New housing financing rules from today

From today, 1 September 2002, changes in the housing rules for private residential properties, commercial properties under non-residential properties scheme and HDB flats with market interest rate loans come into effect.

Effectively, these changes mean:

1. the purchase price of a private residential property can be financed thus:

     10%     Cash   (downpayment)

     10%     CPF or cash   (downpayment)

     80%     Loan, CPF or cash

     Previously, the cash downpayment requirement was 20%. Now CPF can be used to pay 10% of the downpayment.

2. CPF savings withdrawn will rank after outstanding bank loans taken for purchase of residential and commercial properties.

    Therefore, banks can sell mortgaged properties if payments are in arrears. 

3. the 10% cash downpayment requirement for HDB flats financed with bank loans will be phased in gradually over 5 years beginning from 1 Jan 2004.
