Planners expect the population of Singapore to reach 5.5 million by 2040 or 2050, taking into account an expected increase in the number of foreigners working here. From just 3 million in 1990, the number has swelled to 3.9 million today, including 700 000 foreigners.

A high-level working committee is now looking at ways to encourage more couples to have babies. Demographer Saw Swee Hock says that if the fertility rate continues to stay below two, the population here, minus the foreigners, will peak at about 3.3 million in 2025 and then begin to drop.

  From 1 November 2000, all food stalls and restaurants serving slices of ready-to-eat uncooked fish, such as Yu Sheng, will have to display them in chillers at all times before dishing them out to their customers. The chiller keeps their fish at between 0 and 4 degrees C.

  The Ministry of the Environment has said the rule will safeguard consumers from food poisoning caused by eating contaminated fish. However, fresh fish sold in markets is not affected by the ruling as they are already transported in ice-boxes from fisheries to stalls.

  Yu Sheng, a Chinese New Year delicacy, is a dish of sliced raw fish and served just sprinkled with sesame oil; vinegar; onions; and radish and ginger shreds.

  The ban on unchilled Yu Sheng comes into force the same day as a cold-chain ruling on mutton and beef. The cold-chain system keeps fresh meat chilled at every stage, from the slaughterhouse to the market.

  Reports by two Singapore American School students that they were the victims of abduction attempts have led the school to warn parents to be on guard. The private school in Woodlands, in a circular sent out to parents some weeks ago, alerted them to a report by an 11-year-old student in February that a woman had tried to abduct him. The boy, who was walking home from school, said the woman had driven up in a green mini-van and offered him a lift. When the boy declined the lift, she got out of her car and tried to grab him.

Nine foreign women married to Singaporeans have been repatriated because they have the Human Imunodeficiency Virus (HIV), which causes aids. Under the Immigration Act, which was amended in October 1998, non-citizens who are "suffering from Acquired Immune Deficiency Syndrome or infected with the Human Immunodeficiency Virus"are classified as prohibited immigrants.

A motor-cycle crash along the Pan-Island Expressway (PIE) took the lives of two young people early yesterday morning. Miss Ng Hsiang Ching, 22, was riding pillion when her boyfriend, Mr Tan Boon Hui, 25, lost control of his bike along the PIE towards Jurong.

The consumer price index (CPI) for March 2000 dipped by 0.3% compared to February 2000. Food prices fell by 1.6% due mainly to cheaper seafood, vegetables and fresh pork. The cost of transport and communications fell by 0.2% due to falling car prices.

The CPI is used as an inflation gauge by measuring the change in the prices of a fixed basket of goods purchased commonly by most households.

The Government has forecast that inflation will be within 2% this year.
